Where are you located? If sammy changes it to even higer than allot of people with high pings would make server lagg.

hpk is set at 300. anything more than that is overkill.
try turning off all programs and only rum cs

I assume you're using WINDOWS as majority of World except a few smarties using LINUX and (insert dumbest word here) using APPLE
Go to CONTROL PANEL, Select UNINSTALL PROGRAM/S
Option 1:
Press F12, then open MICROSOFT PAINT and press CTRL+V.
SAVE as JPEG
Upload to MEDIAFIRE.
Post DIRECT LINK TO IMAGE here
Option 2:
Type out EVERYTHING you see at UNINSTALL A PROGRAM.
P.S. That is a first step. I am going to look for what you need and what ad-ware and spy-ware and other typical non-sense stuff you've got on your hard drive

You can install GYAZO to take images of your screen too. It is very handy tool.

I do not really see anything that you can uninstall that would really help you out.
Now this is what you call a computer with a bunch of JUNK lol.
And by the looks of your screenshot it seems like you have a very old PC.
Press the Start Windows Button and where it says COMPUTER right click it and select Properties. Screenshot that and post it.
Also what is your internet speed
