I'm pretty sure it was a SteamId, because i recall reading a thread regarding valve accounts not being able to be banned, so i'd have to amx_vote him.

Hey Gents,
Steam IDs starting with a 4 are non steamers not Valve ID's. They don't have a legit copy of the game, leads to lots of hackers with those IDs.
